Districts are a new neighborhood geography composed of 5 to 15 census tracts. They are drawn using a community detection algorithm that bundles together census tracts that see a disproportionate amount of cross migration. Further details on the methodology and the underlying data can be found in the working paper linked above.
The map shows district boundaries (black) and census tract boundaries (red) on top of an Open Street Map base layer. Low population tracts, such as parks and industrial areas, are shaded black and not included in any district. You can turn the district and tract boundaries on and off using the toggle on the upper-right.
